Both were commercially sold at one time. So were solid copper hp's, and solid brass bulleted ammo. THV Arcane made the latter, 45 grs at 2300 fps in a 9mm. NO more recoil than 90 grs at 1150 fps, or 115 grs at 900 fps, very mild. 45 grs at 2300 fps is what a 22 hornet RIFLE has left at 100 yds. :-)

All copper bullets are easily available for both handgun and rifle. BarnesTAC-XPD. I also found a place to buy brass rifle bullets. Cutting Edge Bullets

 

Was was the intended use of tubular bullets? Target shooting?
